RTI Activist Praises JAP-IT CEO Chandan Kumar for Transparent and Honest Manpower Empanelment Process

Ranchi: In a rare gesture of public appreciation, prominent RTI activist, entrepreneur, and social service worker Sarvesh Singh has highly lauded Chandan Kumar (IAS), Chief Executive Officer of JAP-IT, Ranchi, for spearheading a remarkably honest and transparent tender evaluation process.
The commendation follows the official release of the Tender & Purchase Committee’s minutes concerning the empanelment of agencies for the Manpower Rate Contract (MP-RC).

High Praise for Institutional Integrity

Reacting to the final list of qualified agencies, Sarvesh Singh remarked that JAP-IT has found an exceptional standard of clean governance. He compared the present leadership’s ethical approach to the highly respected benchmarks previously set by senior bureaucrats like Amit Khare and Nidhi Khare.

“Their unbeatable contribution to this JAP-IT empanelment process cannot be appreciated enough,” Singh stated. He emphasized that maintaining such absolute honesty without compromising on the code of corporate discipline is exactly what Jharkhand needs to elevate its overall administrative performance.

A Rigorous and Transparent Selection

The official documents reveal a meticulous multi-stage evaluation overseen by CEO Chandan Kumar and committee members. The final phase of presentations concluded on August 4, 2026, evaluating firms across technical competence, manpower deployment capabilities, digital payroll demonstrations, and statutory compliance history.

Out of the participating bidders, the committee successfully finalized a list of 19 technically qualified bidders eligible for the financial bid opening:

* 14 Bidders from the Non-MSME category.
* 5 Bidders from the MSME category.

The selection structure strictly enforced regional policies, disqualifying out-of-state MSMEs that improperly claimed exemptions meant exclusively for Jharkhand-registered entities. Top performing entities in the technical round included M/s Evergreen Services and M/s Shiva Protection Force Pvt. Ltd., both securing a leading score of 98 marks.

Strict Discipline and Accountability

Demonstrating an unyielding stance on accountability, the committee unanimously recommended issuing show-cause notices to M/s Commando Industrial Security Force and M/s Samanta Security and Intelligence Services Pvt. Ltd. following verified external complaints regarding their alleged blacklisting. Their empanelment has been strictly kept in abeyance until the competent authority delivers a final verdict.

Expressing optimism for the state’s administrative landscape, Sarvesh Singh extended his best wishes to the leadership, adding, “We hope this standard of honesty and strict discipline continues in the future to ensure better state performance.”
