Aqualine Bhuvanam Tops SEB Evaluation; Secures Selection Under Jharkhand Startup Policy 2023

RANCHI: Aqualine Bhuvanam (formerly known as Aqualine Bhungru), a pioneering venture focusing on groundwater recharge and climate-resilient agriculture, has emerged as the highest-scoring startup in the State Evaluation Board (SEB) assessment. The official results, recently published on the Jharkhand government portal (jharkhand.gov.in), confirm the startup’s selection under the Jharkhand Startup Policy 2023.

A total of 103 startups applied for evaluation under the state’s expanding startup ecosystem. Following a rigorous screening process by multiple expert evaluators, the SEB released a final list detailing the performance of the top thirteen competing entities. Among these, Aqualine Bhuvanam secured the apex position with a leading average score of 69 marks.

The evaluation metrics reveal that the water-farming startup received consistently high marks across the board, highlighted by an outstanding individual evaluator score of 97.
Five other startups also crossed the selection threshold in this round:

* Cipherics (66 average)
* Hewto (51 average)
* Scanimart (45 average)
* Bhu Mandi (41 average)
* Ecothermics (41 average)
* NowMedx (41 average)

Conversely, seven companies on the published list—including Trylika, T2 Reality, and Playfusion—failed to make the cut and were marked “Not Selected.”

Founded by RTN. Rathin Bhadra and Co-Founder RTN. Raja Bagchi, Aqualine Bhuvanam champions the concept of “Paani Ki Kheti” (Water Farming). The startup’s technology harvests excess rainwater and runoff to recharge depleted aquifers, directly addressing India’s critical challenges of water scarcity, climate change, and rural economic stability.

With this official selection, Aqualine Bhuvanam becomes eligible for a specialized suite of government benefits, financial incentives, and incubation support mechanisms designed to scale high-potential ventures within the state.

In a joint statement, founders Bhadra and Bagchi expressed gratitude to the Government of Jharkhand and the State Evaluation Board. They reaffirmed their commitment to deploying scalable water solutions to establish long-term water security and agricultural resilience across the region.
